Abstract

Bandar udara berperan penting dalam mendukung mobilitas manusia dan barang, sehingga keberlangsungan serta keselamatan penerbangan sangat bergantung pada kondisi fasilitas sisi darat dan sisi udara. Inspeksi yang terstruktur dan terdokumentasi menjadi hal krusial untuk menjaga kelayakan fasilitas. Bandar Udara Betoambari Baubau memerlukan mekanisme inspeksi terintegrasi guna memastikan keselamatan dan keandalan fasilitas sisi darat (FSD) maupun sisi udara (FSU). Penelitian ini bertujuan merancang dan membangun aplikasi Android yang mendukung proses inspeksi tersebut dengan pendekatan Research and Development (R & D) yang dipadukan dengan model 4D (Define, Design, Develop,
Disseminate).Tahap Define mengidentifikasi kebutuhan pengguna melalui observasi lapangan dan wawancara petugas bandara. Pada tahap Design, dirancang arsitektur sistem
berbasis client–server, antarmuka pengguna berprinsip minimal touch, serta skema basis data. Tahap Develop menghasilkan prototipe aplikasi yang dibangun
dengan Flutter dan Firebase Realtime Database. Uji coba terbatas melibatkan petugas inspeksi, sedangkan pengujian Black-box menunjukkan seluruh fungsi berjalan sesuai
desain. Pada tahap Disseminate, aplikasi digunakan untuk inspeksi di Bandar Udara Betoambari.Hasil dari penelitian ini adalah sebuah prototipe aplikasi Android yang mampu
mendukung pelaksanaan inspeksi harian dan bulanan, dengan fitur unggulan seperti pencatatan data kerusakan, upload foto kondisi fasilitas, update status perbaikan, serta
pelaporan otomatis. Dalam aplikasi ini dapat digunakan mulai dari Android 10 dan hasil laporan disimpan dalam database Firebase yang berbentuk JSON. Diharapkan aplikasi ini dapat menjadi model pengembangan sistem serupa di bandara lainnya, serta mendukung transformasi digital di sektor kebandarudaraan nasional.

Airports are essential for the mobility of people and goods, with flight safety and continuity relying heavily on airside and landside facility conditions. Betoambari Airport in Baubau needs an integrated inspection system to ensure the
reliability and safety of both FSD and FSU facilities. This study aims to design and develop an Android-based application to support the inspection process using a Research and Development (R&D) approach combined with the 4D model (Define,Design, Develop, Disseminate).The Define stage identifies user needs through field observations and interviews with airport personnel. In the Design stage, a client-server-based system architecture, a minimal-touch user interface, and a database schema were developed. The Develop stage resulted in a prototype application built with Flutter and Firebase Realtime Database. Limited trials involved inspection staff, and Black Box testing confirmed that all functions operated according to design. In the
Disseminate stage, the application was deployed for inspection activities at Betoambari Airport.The outcome of this research is a prototype Android application capable of
supporting daily and monthly inspection activities. Key features include damage data logging, photo uploads of facility conditions, repair status updates, and automated reporting. The application is compatible with Android 10 and above, with reports stored in Firebase in JSON format. It is expected that this application can serve as a model for similar systems at other airports and support digital
transformation in the national aviation sector.
