STUDI ANALISIS FAKTOR PENYEBAB MINIMNYA PENGAWASAN SISI APRON TERHADAP KINERJA PERSONIL APRON MOVEMENT CONTROL (AMC) DI BANDARA KELAS 1 HALUOLEO KENDARI

Penelitian ini dilakukan untuk mengidentifikasi dan menganalisis faktor-faktor yang menyebabkan rendahnya efektivitas pengawasan apron terhadap kinerja personil Apron Movement Control (AMC) di Bandara Kelas 1 Haluoleo
Kendari. Metode penelitian yang digunakan adalah kualitatif deskriptif melalui teknik observasi langsung, wawancara mendalam, dan dokumentasi selama kegiatan On the Job Training (OJT) pada Januari hingga Februari 2025. Hasil studi menunjukkan bahwa pengawasan di area apron belum berjalan optimal karena beberapa kendala, seperti terbatasnya sarana teknologi pemantauan akibat belum
tersedianya sistem Closed Circuit Television (CCTV), jumlah personil Apron Movement Control (AMC) yang belum memadai dibandingkan dengan luas apron, lemahnya koordinasi antar unit pendukung seperti ground handling, serta belum
adanya standarisasi prosedur pengawasan sesuai regulasi nasional, yaitu Peraturan Direktur Jenderal Perhubungan Udara Nomor KP 038 Tahun 2017. Minimnya pengawasan ini dapat memicu peningkatan risiko gangguan operasional, menurunnya kedisiplinan kerja, dan ketidakteraturan pergerakan
pesawat maupun perlengkapan Ground support equipment (GSE). Berdasarkan temuan tersebut, penelitian ini menyarankan perlunya pemasangan Closed Circuit Television (CCTV) di seluruh area apron, penambahan jumlah personil Apron
Movement Control (AMC), perbaikan mekanisme koordinasi lintas unit, pembaruan prosedur kerja yang mengacu pada standar KP 038 Tahun 2017, serta penyelenggaraan pelatihan dan briefing rutin untuk mendukung keselamatan dan
kelancaran operasional di sisi apron Bandara Haluoleo Kendari.

This study was conducted to identify and analyze the factors causing the low effectiveness of apron supervision in relation to the performance of Apron Movement Control (AMC) personnel at Class 1 Haluoleo Airport in Kendari. The
research method used is descriptive qualitative, employing direct observation, in- depth interviews, and documentation during the On the Job Training (OJT) period from January to February 2025. The study results show that supervision in the apron area is still suboptimal due to several constraints, such as limited monitoring technology because of the absence of a Closed Circuit Television (CCTV) system, an insufficient number of Apron Movement Control (AMC personnel relative to the size of the apron, weak coordination between supporting units such as ground
handling, and the lack of standardized supervision procedures based on national regulations, namely the Directorate General of Civil Aviation Regulation KP 038
of 2017. This lack of supervision can trigger increased risks of operational disruption, decreased work discipline, and disorganized movements of aircraft and Ground
support equipment (GSE). Based on these findings, the study recommends the installation of Closed Circuit Television (CCTV), systems throughout the apron area, an increase in the number of AMC personnel, improvement of cross-unit
coordination mechanisms, revision of operational procedures in accordance with KP 038 of 2017, and the implementation of regular training and briefings to support safety and operational efficiency on the apron side of Haluoleo Airport.
