Abstract

Bandar Udara Juwata Tarakan di Kalimantan Utara merupakan fasilitas transportasi udara yang sangat vital dalam mendukung pergerakan penumpang dan distribusi barang. Kerusakan pada jalan akses masuk dan keluar terminal penumpang menjadi perhatian serius, terutama setelah meningkatnya lalu lintas kendaraan berat selama pelaksanaan proyek pengembangan pada tahun 2024, seperti perluasan dan pelapisan jalan Ground Support Equipment (GSE), overlay runway, rekonstruksi apron, dan pembangunan gudang kargo. Kondisi jalan yang rusak ini menurunkan kenyamanan serta berpotensi membahayakan keselamatan pengguna. Penelitian ini bertujuan untuk menganalisis tingkat kerusakan jalan serta merencanakan metode perbaikan yang sesuai menggunakan metode Pavement Condition Index (PCI). Metode PCI dalam penelitian ini mengacu pada survei visual lapangan berdasarkan standar ASTM D6433 yang dinilai akurat karena menggunakan pendekatan kuantitatif. Hasil analisis menunjukkan bahwa jalan akses masuk sebagian besar berada dalam kondisi Baik (73,33%), sedangkan jalan akses keluar didominasi oleh kondisi Buruk (40%), sehingga memerlukan penanganan segera. Rekomendasi perbaikan pada jalan akses masuk (perkerasan kaku) meliputi pembersihan dan pemantauan seluas 107 m², penambalan 324,6 m², serta pembongkaran lokal 289 m² (total 721 m²). Pada jalan akses keluar (perkerasan lentur), dilakukan pembersihan 10 m² dan patching 1.125 m² (total 1.194 m²). Estimasi anggaran perbaikan adalah Rp134.053.000,00 untuk jalan masuk dan Rp253.724.000,00 untuk jalan keluar.

Juwata Airport in Tarakan, North Kalimantan, is a critical air transportation facility that plays a vital role in supporting passenger movement and cargo distribution. Damage to the access roads leading to and from the passenger terminal has become a serious concern, especially following the increased traffic of heavy vehicles during various development projects in 2024, such as the expansion and resurfacing of the Ground Support Equipment (GSE) road, runway overlay, apron reconstruction, and cargo warehouse construction. The deteriorated road condition reduces comfort and poses safety risks to users. This study aims to analyze the level of road damage and to plan appropriate repair methods using the Pavement Condition Index (PCI) method. The PCI method in this study refers to a visual field survey based on ASTM D6433 standards, which is considered more accurate due to its quantitative assessment approach. The analysis results show that the inbound access road is predominantly in Good condition (73.33%), while the outbound access road is mostly in Poor condition (40%), thus requiring immediate repairs. Recommended repairs for the inbound road (rigid pavement) include routine cleaning and monitoring of 107 m², patching of 324.6 m², and local reconstruction of 289 m², with a total damaged area of 721 m². For the outbound road (flexible pavement), the recommended treatment includes cleaning 10 m² and patching 1,125 m², totaling 1,194 m². The estimated repair cost is IDR 134,053,000 for the inbound road and IDR 253,724,000 for the outbound road.
