DIGITALISASI NOTIFICATION LETTER TEMUAN PROHIBITED ITEMS PADA BAGASI TSA LOCK DI BANDARA INTERNASIONAL I GUSTI NGURAH RAI BALI

Bandar Udara Internasional I Gusti Ngurah Rai Bali merupakan satu satunya bandar udara di Indonesia yang memiliki kewenangan dan fasilitas master key TSA Lock, sehingga petugas Aviation Security (AVSEC) dapat membuka bagasi tercatat yang terindikasi mengandung prohibited items secara langsung tanpa kehadiran penumpang. Namun, proses pasca-pemeriksaan yang selama ini dilakukan secara manual dinilai tidak efisien, terutama dalam hal pencatatan, pengarsipan, dan penyampaian notification letter kepada penumpang. Penelitian ini bertujuan membangun sistem digitalisasi notification letter temuan prohibited items pada bagasi tercatat TSA Lock berbasis website guna meningkatkan efisiensi operasional petugas AVSEC.
Sistem dikembangkan menggunakan pendekatan Research and Development (R&D) dengan model waterfall, memanfaatkan Google Apps Script sebagai platform backend, HTML, CSS, dan JavaScript sebagai antarmuka pengguna, serta Google Spreadsheet, Google Drive, dan Gmail sebagai komponen pendukung yang terintegrasi. Sistem mencakup empat fungsi utama: pencatatan data pemeriksaan melalui formulir digital, pembuatan notification letter dalam format PDF secara otomatis, penyimpanan arsip digital di Google Drive, dan pengiriman informasi kepada penumpang serta maskapai melalui email. Pengujian dilakukan menggunakan metode Black Box Testing serta uji usability berbasis kerangka kerja PIECES yang melibatkan 22 responden dari unit AVSEC.
Hasil Black Box Testing menunjukkan seluruh fitur utama sistem berjalan sesuai spesifikasi tanpa kegagalan fungsional. Uji usability menghasilkan indeks persentase sebesar 84,70% yang termasuk dalam kategori Sangat Baik. Dari sisi efisiensi, sistem mampu menghemat estimasi biaya pengadaan formulir fisik sebesar ±Rp13.950.000,00 per tahun, mempersingkat proses pasca-pemeriksaan dari waktu yang tidak terukur menjadi hitungan detik, serta meningkatkan kemampuan penelusuran dan keamanan arsip data secara signifikan dibandingkan
sistem manual sebelumnya.

I Gusti Ngurah Rai International Airport in Bali is the only airport in Indonesia authorized to use TSA Lock master keys, enabling Aviation Security(AVSEC) officers to directly open checked baggage suspected of containing prohibited items without requiring the passenger's presence. However, the post inspection process, which has been conducted manually, is considered inefficient, particularly in terms of record-keeping, archiving, and delivering notification letters to passengers. This study aims to develop a web-based digital system for notification letters regarding the discovery of prohibited items in TSA Lock-sealed checked baggage to enhance the operational efficiency of AVSEC officers.
The system was developed using a Research and Development (R&D) approach with the waterfall model, utilizing Google Apps Script as the backend platform, HTML, CSS, and JavaScript as the user interface, and Google Spreadsheet, Google Drive, and Gmail as integrated supporting components. The system encompasses four main functions: recording inspection data through a digital form, automatically generating notification letters in PDF format, storing digital archives on Google Drive, and sending information to passengers and airlines via email. Testing was conducted using the Black Box Testing method and usability testing based on the PIECES framework, involving 22 respondents from the AVSEC unit.
Black Box Testing results confirmed that all major system features operated according to specifications without any functional failures. The usability test yielded a percentage index of 84.70%, which falls into the Very Good category. In terms of efficiency, the system is estimated to save approximately Rp13,950,000.00 per year in physical form procurement costs, shorten the post-inspection process from an unmeasurable duration to a matter of seconds, and significantly improve data archive traceability and security compared to the previous manual system.
