Abstract

Bandar Udara Internasional I Gusti Ngurah Rai Bali merupakan salah satu
bandara tersibuk di Indonesia yang memiliki infrastruktur penting untuk
mendukung operasional pesawat dan kendaraan Ground Support Equipment (GSE),
termasuk jalan service road. Seiring waktu, kondisi perkerasan service road
mengalami penurunan akibat beban lalu lintas berulang serta kurangnya
pemeliharaan rutin. Penelitian ini bertujuan untuk mengevaluasi kondisi perkerasan
menggunakan dua metode, yaitu Pavement Condition Index (PCI) dan Pavement
Surface Evaluation And Rating (PASER), guna memperoleh gambaran kondisi
aktual serta merumuskan rekomendasi teknis perbaikan.
Metode PCI merujuk pada standar ASTM D6433 dengan pendekatan kuantitatif
terhadap jenis, luas, dan tingkat keparahan kerusakan, sedangkan metode PASER
menggunakan penilaian visual cepat berdasarkan skala kondisi. Hasil evaluasi
menunjukkan bahwa rata-rata nilai PCI sebesar 75,37 yang termasuk dalam
kategori sedang, sedangkan nilai rata-rata PASER adalah 5,6 yang juga
diklasifikasikan sebagai kondisi sedang.
Rekomendasi perbaikan meliputi patching dan crack sealing pada titik-titik
dengan tingkat keparahan tinggi. Estimasi biaya perbaikan terdiri dari pekerjaan
patching menggunakan mesin pembongkaran aspal cold milling sebesar
Rp383.293.239,00 (Tiga Ratus Delapan Puluh Tiga Juta Dua Ratus Sembilan Puluh
Tiga Ribu Dua Ratus Tiga Puluh Sembilan Rupiah), patching menggunakan
pembongkar aspal jackhammer sebesar Rp284.954.736,00 (Dua Ratus Delapan
Puluh Empat Juta Sembilan Ratus Lima Puluh Empat Ribu Tujuh Ratus Tiga Puluh
Enam Rupiah) serta crack sealing sebesar Rp43.412.401,00 (Empat Puluh Tiga Juta
Empat Ratus Dua Belas Ribu Empat Ratus Satu Rupiah). Penelitian ini diharapkan
menjadi acuan teknis dalam pengambilan keputusan pemeliharaan service road
secara terukur dan berkelanjutan oleh pihak pengelola bandara.

I Gusti Ngurah Rai International Airport in Bali is one of the busiest airports in
Indonesia, equipped with critical infrastructure to support aircraft operations and
Ground Support Equipment (GSE), including service roads. Over time, the
condition of these service roads has deteriorated due to repetitive traffic loads and
a lack of routine maintenance. This study aims to evaluate the pavement condition
using two assessment methods: the Pavement Condition Index (PCI) and the
Pavement Surface Evaluation And Rating (PASER), in order to provide an accurate
condition Overview and appropriate technical repair recommendations.
The PCI method refers to ASTM D6433 standards, employing a quantitative
approach based on the type, extent, and severity of damage, while the PASER
method uses a visual rating scale for rapid condition assessment. The evaluation
results indicate that the average PCI score is 75,37, which falls into the fair
category, while the average PASER rating is 5.6, also classified as fair.
The proposed repair actions include patching and crack sealing at locations
with severe deterioration. The estimated repair costs are IDR 383.293.239,00
(Three Hundred Eighty-Three Million Two Hundred Ninety-Three Thousand Two
Hundred Thirty-Nine Rupiahs) for patching using cold milling machines, IDR
284.954.736,00 (Two Hundred Eighty-Four Million Nine Hundred Fifty-Four
Thousand Seven Hundred Thirty-Six Rupiahs) for patching with jackhammers, and
IDR 43.412.401,00 (Forty-Three Million Four Hundred Twelve Thousand Four
Hundred One Rupiahs) for crack sealing. This research is expected to serve as a
technical reference for airport authorities in planning sustainable and data-driven
pavement maintenance strategies.
