Abstract

Kondisi main apron di Bandar Udara Juwata, Kalimantan Utara, saat ini
mengalami kerusakan berat seperti rutting, retakan, genangan air, dan pelapukan butiran
permukaan. Selain itu, nilai PCN (Pavement Classification Number) yang lebih rendah
dari ACN (Aircraft Classification Number) pesawat Boeing 737-900ER sebagai
pesawat terkritis menunjukkan bahwa struktur perkerasan tidak lagi mampu menahan
beban operasional pesawat modern. Oleh karena itu, diperlukan rekonstruksi untuk
menjamin keselamatan penerbangan dan memperpanjang umur pelayanan infrastruktur.
Penelitian ini menggunakan metode FAA dengan menggunakan FAA Manual
dan software FAARFIELD (Federal Aviation Administration Rigid and Flexible
Iterative Elastic Layered Design) untuk menentukan tebal perkerasan kaku. Evaluasi
nilai PCN dilakukan dengan software COMFAA agar desain sesuai dengan standar
ICAO. Selain itu, perhitungan Rencana Anggaran Biaya (RAB) dilakukan dengan
mengacu pada Harga Satuan Pokok Kegiatan (HSPK) Kota Tarakan tahun 2024,
berdasarkan volume pekerjaan yang direncanakan.
Berdasarkan hasil perhitungan, diperoleh ketebalan total struktur perkerasan kaku
dengan menggunakan FAA Manual sebesar 60,8 cm dan menggunakan software
FAARFIELD sebesar 62,6 cm. Untuk menentukan nilai PCN, digunakan hasil
perhitungan tebal perkerasan menggunakan software FAARFIELD. Kemudian, didapat
nilai PCN sebesar 65 R/B/X/T. Ketebalan ini dinilai cukup untuk menahan beban
pesawat Boeing 737-900ER. Sementara itu, hasil perhitungan Rencana Anggaran Biaya
(RAB) menunjukkan total biaya yang dibutuhkan untuk pelaksanaan rekonstruksi apron
sebesar Rp25.224.540,000,00 terbilang (Dua puluh lima miliar dua ratus dua puluh
empat juta lima ratus empat puluh ribu rupiah).

The current condition of the main apron at Juwata Airport, North Kalimantan, is
experiencing severe damage such as rutting, cracking, water ponding, and surface
aggregate disintegration. Furthermore, the Pavement Classification Number (PCN) is
lower than the Aircraft Classification Number (ACN) of the Boeing 737-900ER, which
is the critical aircraft, indicating that the pavement structure can no longer support the
operational loads of modern aircraft. Therefore, reconstruction is necessary to ensure
flight safety and extend the service life of the infrastructure.
This study uses the FAA method, referring to the FAA Manual and the
FAARFIELD software (Federal Aviation Administration Rigid and Flexible Iterative
Elastic Layered Design) to determine the rigid pavement thickness. The PCN evaluation
is conducted using COMFAA software to ensure that the design complies with ICAO
standards. In addition, the Cost Estimate (RAB) calculation refers to the 2024 Tarakan
City Standard Activity Unit Prices (HSPK), based on the planned work volumes.
Based on the calculations, the total thickness of the rigid pavement structure using
the FAA Manual is 60.8 cm, and using FAARFIELD software is 62.6 cm. To determine
the PCN value, the pavement thickness obtained from FAARFIELD was used. The
resulting PCN is 65 R/B/X/T. This thickness is considered sufficient to support the load
of the Boeing 737-900ER. Meanwhile, the cost estimation results show that the total
budget required for the apron reconstruction is IDR 25,224,540,000.00.
