Abstract

Bandar Udara Kol. Robert Atty Bessing Malinau merupakan salah satu pintu gerbang transportasi di wilayah Kalimantan Utara, membutuhkan infrastruktur pendukung yang efisien dan berfungsi optimal, termasuk penutup saluran drainase yang kuat, tahan lama dan cepat dalam pelaksanaanya. Oleh karena itu, penelitian ini penting untuk memberikan alternatif perencanaan yang tepat dan efisien.
Penelitian menggunakan metode kuantitatif dengan pendekatan analisis rencana anggaran biaya (RAB), time schedule proyek, dan evaluasi kekuatan struktur berdasarkan permodelan SAP2000. Beton konvensional dicor langsung di lokasi dengan tahapan bekisting, pembesian,dan curing, sedangkan beton precast diproduksi di pabrik dengan mutu beton k-350 dan langsung dipasang di lokasi.
Hasil penelitian menunjukan bahwa precast memiliki keunggulan dalam kecepatan pelaksanaan, yaitu 83 hari dengan 97 pekerja, sedangkan beton konvensional memerlukan 125 hari dengan 251 pekerja. Dari sisi biaya, beton precast memerlukan biaya Rp12.555.632.793.00 (Dua belas miliar lima ratus lima puluh lima juta enam ratus tiga puluh dua ribu tujuh ratus sembilan puluh tiga rupiah lima puluh), lebih tinggi 57% dibandingkan beton konvensional sebesar Rp7.999.711.021.00 (Tujuh miliar sembilan ratus sembilan puluh sembilan juta tujuh ratus sebelas ribu dua puluh satu rupiah.). Perbandingan mutu antara beton konvensional dan beton precast tidak diseragamkan dengan menggunakan mutu K-350, kerena beton konvensional dengan menggunakan mutu K-175 sudah mencukupi untuk menahan beban yang direncanakan, sedangkan beton precast telah diproduksi dengan standar pabrik dan umumnya menggunakan mutu beton yang lebih tinggi secara konsisten.

This research focuses on a comparative analysis of the cost and time of
building a type 36 official house using two main types of materials, namely red
bricks and concrete blocks, at Aji Pangeran Tumenggung Pranoto Airport,
Samarinda. The urgency of this research is the importance of budget efficiency,
especially in the scope of institutions such as airports, so that public funds can be
allocated optimally without sacrificing building quality.. The scientific objective of
this research is to provide a technical and economic understanding of material
selection focusing on building wall pairs based on cost and time analysis. This
research uses the unit price method. Primary data was obtained from observation
of the establishment of the construction plan, while secondary data consisted of a
unit price list of wages and a unit price list of materials. The analysis was conducted
by comparing the total construction cost of red bricks and concrete blocks based on
the volume of work, unit price and materials.
The results showed that the utilization of concrete blocks provides advantages
in spending efficiency. The total cost required is Rp. 220,000,000.00 (two hundred
twenty million rupiah), compared to Rp. 234,150,000.00 (two hundred and thirty
four million one hundred and fifty thousand rupiah) for the use of red bricks,
resulting in a budget difference of Rp. 14,150,000 (fourteen million one hundred
and fifty thousand rupiah). In addition, the brick material also shows the results of
time efficiency with a total work requirement of 109 days, while the red brick
material obtained results for 110 days. This research makes a real contribution to
planning decisions for government official housing construction projects, and can
be a reference for other agencies in the efficient use of the budget for official
housing construction. The results are useful for planners, developers, and policy
makers in supporting sustainable development based on budget efficiency.
